HRA conducted a cultural resources survey under contract with HDR Engineering for the Baseline Wind Project, a 200–500 MW wind energy project in Gilliam County, Oregon, proposed by developer First Wind. The work was in support of an environmental review of the project by the Oregon Energy Facility Siting Council. HRA developed a predictive model to guide field investigations, conducted archival and historic-period map research, coordinated Tribal consultation, and surveyed approximately 20,000 acres of project facilities. Several archaeological resources were identified, and HRA worked with HDR and First Wind to ensure their avoidance through project design revisions.
