HRA historians researched the industrial development of the Thea Foss Waterway along the waterfront in Tacoma, Washington. The research focused on the history of dredging of the waterway by private interests and the U.S. Army Corps of Engineers. HRA historians collected documents at local, state and federal archival facilities and prepared a detailed timeline that was submitted as an expert witness report to the Federal District Court for the Western District of Washington. HRA provided deposition testimony and expert testimony at trial.
