Hoopa Valley Project

Fish weir across the Trinity River in California. HRA prepared legislative histories of the creation and administration of the Hoopa Valley Reservation to address takings claims stemming from the Hoopa-Yurok Settlement Act of 1988.

HRA provided historical research and expert witness services for takings litigation filed by three Indian groups in northern California. The issue at stake was whether compensable property interests had been taken as a result of the Hoopa-Yurok Settlement Act of 1988, which partitioned the timber-rich Hoopa Valley Reservation. HRA conducted comprehensive archival research and compiled legislative histories pertaining to the creation and administration of the reservation.
