Spokane River Hydro Relicensing

HRA worked with Avista Corporation to satisfy several phases of Section 106 requirements for FERC relicensing of five hydroelectric dam in northeast Washington and northern Idaho.  This included completing inventory and evaluation reports, and preparing a Historic Properties Management Plan for the project area, which extended over 60 miles and crossed the borders of two states.  HRA assisted Avista in consultation with the stakeholder tribes, federal and state agencies, and state historic preservation offices, participating in the Cultural Resource Work Group for the relicensing process.  HRA also helped Avista develop an agreement for long-term curation in keeping with federal regulations.

Project Manager Brent Hicks also served as an expert witness in a federal court FERC administrative hearing.
